The work consists of hundreds of permitting tasks per project, distributed across nine technical disciplines and dozens of jurisdictions with non-uniform requirements. Safety code stacks shift with every NFPA cycle, and buildable acreage is driven by cell selection. Data rooms must answer questions that lenders, tax equity partners, and independent engineers have not yet asked.
Most teams running BESS pipelines today are managing this work with project controls designed for a different asset class, or with no formal project controls at all. The result is not a capability gap. It is an infrastructure gap.
