BESS Development Is a Different Discipline

Storage is not an add-on to the solar or wind development playbook. It is a separate discipline with its own sequencing logic.
Most energy developers encounter this inversion after they have already committed capital to a site, signed a conditional use permit application based on a preliminary layout, or selected equipment based on price rather than fire code compatibility. By then, the cost of correction is measured in months and six-figure redesign invoices.
In solar development, you design the array, then you permit it. In battery storage, the sequence is inverted: technology selection, fire protection regulation, and jurisdiction-specific safety codes are inputs to the design. They determine spacing, buildable area, setbacks, foundation selection, layout, road geometry, and water requirements before the first drawing is produced. A developer who applies solar sequencing to BESS will produce a civil design that the fire code stack invalidates, a site plan the fire marshal rejects, or a layout that cannot accommodate the manufacturer’s spacing requirements.

Four Services Across the Development Lifecycle

Land Origination

Pipeline starts with land. Carina deploys managed land campaigns to identify, screen, and secure site control for BESS projects, using GIS and substation-proximity analysis to target parcels that meet storage-specific criteria before the first conversation with a landowner. Local land agents handle outreach and option negotiation, giving the project a familiar local voice from the first signature.
The targeting is BESS-specific: zoning compatibility, adequate acreage after fire setbacks are subtracted, access road geometry for heavy transport, proximity to the point of interconnection, and absence of fatal environmental constraints. These filters are applied before capital is committed, not after.
For developers originating in unfamiliar markets, the managed campaign model eliminates the overhead of building a local agent network from scratch. Carina owns the GIS tools and the campaign dashboard. The developer sees pipeline status in real time without managing the agents directly.

Site Diligence

Before a developer signs an option, Carina evaluates the site across six areas: civil feasibility and buildable acreage, fire protection regulation, local permitting and constructability, state and federal permits, interconnection and grid access, and stakeholder and community sentiment.
Each assessment is executed by a team of BESS permitting specialists who call the AHJ directly to confirm permits, setbacks, and process. The output is a verdict: feasible, conditionally feasible, or not feasible. It is supported by a structured permitting matrix built on actual conversations with the authorities who will review the application, and a development roadmap that maps every identified risk to the specific task in the project plan that addresses it.
The differentiator is the human interaction. Desktop screening tools can tell you what a database contains. They cannot tell you what the zoning administrator thinks about battery storage, how the fire marshal interprets NFPA 855 spacing, or whether the jurisdiction is signaling an informal moratorium before ordinance. Carina puts a specialist on the phone with the AHJ. That is the delta between a data export and a site verdict.

Owner’s Representative

This is the core engagement. As Owner’s Representative, Carina deploys a full BESS development team under a single contract, covering every technical discipline required to take a project from site control to Notice to Proceed: civil engineering, fire protection, interconnection, equipment evaluation, electrical engineering, environmental coordination, FEOC compliance, stakeholder strategy, and land title resolution.
The team operates as an extension of the developer’s organization. If the developer has an interconnection manager, Carina does not duplicate that role. If the developer has civil engineering coverage but no fire protection expertise, Carina fills the gap. The scope is tuned to what the developer needs, with no overhead for coverage that is already in place.
When a project requires stamped engineering, the developer engages an Engineer of Record directly. Carina drafts the EOR scope using standardized templates built for BESS projects, coordinates deliverables within the project plan, and reviews work product for BESS-specific completeness. Licensed engineering opinions and professional liability sit with the insured EOR. The development team that runs the project sits with Carina.
The engagement produces one thing: a project that is fully permitted, technically de-risked, and data-room-ready for financing or sale.

Managed Project Controls

Carina Beacon is the project controls infrastructure that runs underneath the development program. A structured project plan tracking over 600 tasks across nine disciplines and six phases, with predecessor logic, phase gates, and milestone dependencies. A data room containing over 140 documents per project, organized to answer lender and tax equity diligence questions before they are asked. Real-time dashboards at the project and portfolio level. A PMP-certified Controller deployed into the project communication flow to keep the schedule current without the development team having to maintain it. And a conversational query interface that lets any principal on the developer’s team ask questions of the live project data in plain language.
Phase gates block advancement until prior-phase deliverables are complete. A project does not move from design and entitlements into procurement without the conditional use permit in hand, the interconnection agreement executed, and the FEOC compliance position documented.
Beacon can be delivered as the controls layer of a full Owner’s Representative engagement, or as a standalone service for developers who have their own technical team but lack formal BESS project controls.

Modular by Design

Carina’s services are designed to be engaged independently or composed into a full development program. A developer evaluating a single site in a new market may need only a Site Diligence engagement. A developer building a ten-site standalone BESS portfolio may need the full Owner’s Representative program from origination through NTP. A solar IPP adding storage to operating assets may start with a hybridization feasibility screen and expand into development management for the sites that pass.
The engagement model adapts to the developer’s existing team and process. Where the developer has strong coverage in a discipline, Carina does not duplicate it. Where the developer has a gap, Carina fills it. The scope is defined during a discovery conversation that maps the developer’s existing capabilities against the requirements of the storage project, and the scope letter reflects exactly what Carina provides and what the developer’s team continues to own.
For multi-site portfolios, every project runs on the same project controls infrastructure, the same data room taxonomy, and the same phase-gated advancement discipline. Portfolio-level dashboards give the developer visibility across the entire pipeline without aggregating disconnected spreadsheets.
